    The Democrats on the Homeland Security Committee issued a 135 page report today 
    entitled "America at Risk: Closing the Security Gap" for the first anniversary 
    of the Department of Homeland Security. The report covers various issue areas 
    and includes a chapter entitled "Reinforcing Security, Privacy, and Civil 
    Liberties" that might be of interest. It also has chapters on cybersecurity and 
    government IT efforts...
