Title: VP, Research & Development Laboratories
    Location: Maryland
    Salary: $175,000 +bonus

My client is the technology research division of a leading provider of
information security and availability technology. They are seeking a
dynamic senior executive with a proven track record of business
development in the federal government sector. This position has full P&L
responsibility, requires management of a large diverse technically
advanced staff and the ability to act as a facilitator of strategic
    positioning.

    Description of function and responsibilities:

As Managing Director of Research and Development Laboratories, this
    position has multiple responsibilities:

    • Strategic and Operational: Establishing guidelines and strategic
decision processes as to scope of work, appropriate funding sources,
types of activities and financial goals for the labs. The operational
role includes responsibility for the day to day operations of the
business of the Labs and involves supervision of the labs management
team and financial oversight. This position requires numerous
    operational decisions and judgments.
    • Government Relations: Candidate must have a long history and
reputation with the federal government, and must know key players in the
government and in the research agencies. This role requires a
combination of senior advisor, technical strategy, business development
and marketing for both the Corporate Entity and the Labs.
    • Business Development: Candidate must be able to leverage key contacts
in the government to obtain research dollars for projects that are
strategic to the Corporation. Candidate must be able to increase revenue
dollars year-over-year by targeting specific programs within these
    agencies.
    • Cross Company Focus: Work in a cross company capacity with peers in
product development, sales, and marketing. This work is aimed at making
the Labs a more strategic contributor to the Corporation.
    • Change Agent: Candidate must possess the ability to drive the focus of
Laboratory staff and initiatives to those most relevant and strategic to
the Corporation. This could require shedding non-strategic contracts,
and instilling a more commercially focused culture.

    Experience Required:
    • Candidate must possess at least ten years of experience working with
the federal government and government agencies. Candidate must have
established current contacts in key agencies, and must be able to “open
    doors” for new business.
    • Candidate must have experience managing a small-scale research
    organization (50-100 people).
    • Experience in security technology is required. Preferred candidate
will have more than 5 years experience in research related to firewall,
VPN, IDS, anti-virus, or advanced security research.
    • Candidate must have proven track record of ability to secure research
    grants from federal agencies.
    • Candidate must be familiar with the proposal process for the various
agencies, and must know how to facilitate turning proposals into
    research grants.
    • Candidate must be a self-starter, aggressive, and a great communicator.

    Qualifications/Education:
    • MS or MBA preferred.
    • Memberships or affiliations with relevant industry and government
    organizations.
