    About this conference
    
    This administration will direct billions of dollars through federal and state agencies with the goal of improving America’s ability to detect, respond, recover and reconstitute from terrorist attacks. Many of these improvements will directly assist state and local leaders as they also respond to national disasters and major industrial accidents.
    
    Funding will include pending funds from the First Responder Initiative now before congress. This $3.5 billion dollar initiative will be focused at state and local needs for communications, emergency medical and first responders. America’s 3,000 counties and 18,000 cities all have varying needs and requirements based on infrastructure and threat.  An important element of planning is the development of regional agreements thus saving valuable resources by developing joint support agreements and response plans.
    
    This conference will examine the development of strategies, requirements, solutions and plans at the regional, state and local levels. Federal agency support programs will also be examined.

    During the three-day conference a workshop will be presented by the Colorado Springs Economic Development Corporation, the Homeland Defense Journal, Grants Office and the law firm of ReedSmith. This three-hour workshop will guide attendees through the maze of federal grants, provide tips and tools for preparing your grants and a proprietary database of over 160 federal, state and private grants for homeland defense and homeland security. Two distinguished legal experts in Grants law will walk the attendees through post award requirements for audit and compliance.
