People at CanSec told me that the presentation quality was significantly better than at Black Hat, which in turn is better than at DefCon, which is mostly about drinking and naked women :) I wouldn't know about the comparisons, as I've never been to Black Hat, and I spent all my time at DefCon in the CtF game. I did find the presentations at CanSec to be quite good, but not quite up to the quality of USENIX Security.
