The one is www.first.org where you will find listed CERTs worldwide. The other place is http://www.ti.terena.nl/ where you will find the list of CERTs, or CERT-like contacts, for Europe. Some teams are listed at both places and some only in one. Unfortunately, T-Online is not listed on either of these two places.
