They are both offspring of our past public authority "Deutsche Bundespost" and behave as such (in terms of bureaucracy (speed, flexibility,...)). So you complain to the ISP[1] and are told to contact the Telco[2] who in turn promisses to forward your issue back to the ISP... Essentially you are screwed.
