    ah, looks like sysctl.  i've had a similar problem with sysctl(8). 
    i wasn't able to track it down.  this was on a UP box.  the problem has
    disappeared, and all i've done is recompile and reboot a few times.
    
    oh, wait.  it matters which lsm moule i'm using.  with the
    capability_plug inserted it kills sysctl.  i'll track this down.  thanks
