This is an interesting article on an OMB logging requirement.  I can see
where OMB may not be pushing it much because the idea sounds good but
the practice is difficult. Still, it is something to be aware of.  Funny
how some say it's easy, others hard. Few really have a thorough grasp on
what personal data is or where it resides. 

What is scary is that some are thinking that data moved to the PC is
subject to the ruling and are turning to thin clients that can't retain
data. The fear seems to be that if you download data to your PC for
processing you have "extracted it" and you have to log it's download and
destruction within 90 days. Could have interesting meaning to the
developers, caching on PC's etc.  Depends on how paranoid and anal you
want to get.
