There are virtual labs you can rent a block of time on. It would have to be a service that provides same or like equipment and you would have to configure the equipment to your specs first. But then you could actually down the router and see what happens. Not exactly what you are looking for but it might make it for some tests. Look into any of the companies that provide labtime for the CCIE exam.
