No idea as to why does IE get wasted (1 pixel causes a loop?) after it tries to display the error.jpg, however you can get IE working again and diplaying pics without restart: Tools -> Internet Options -> Advanced tab -> Multimedia heading -> untick 'Show pics' -> Apply -> tick 'Show pics' -> Apply. Not a fix, but shows that error.jpg doesn't actually get busted, and will dispay pics after a simple 'reset'.
