Because 100 years ago when those checks were designed, hard drives did not automatically remap bad sectors. Hard drives were also much less reliable and had far more bad sectors; it was once normal to have a known-bad-sector map handwritten on the drive when you got it from the factory. Nowadays running a bad-block check before formatting is just a way to kill an afternoon.
