    Oh, since you asked:  The protocol seems to be "Present a really compelling
    case on linux-kernel and convince the skeptics."  The fact that this is the
    protocol should tell you something about Linus's threshold for accepting new
    syscalls and the frequency with which such proposals are accepted. :-)
    (The answer seems to be: High and low, resp. -- and not the other way around!)
    
    All of this is my outsider's interpretation, and should not be relied on,
