    Large companies and government departments are usually stuck with rigid
    processes about how they employ people. Contacting the company direct can be
    construed as biasing the employment process, and this day and age when just
    about every man and his dog can go legal on every slight - these large
    companies have every right to be cautious.
    
    Given your situation, I would approach it like this;
    
    It sounds like your recruiter has decided you're not in the rat-race. That's
    not always his decision to make, although they are employed to make
    selection easier for their client. Maybe you pee'd him off one day, or maybe
    he had a bad hair day. Maybe too many ppl applied and he had to draw a line
    in the sand.
    
    Call the company. Tell them you'd like to come in for a formal or informal
    interview to show them how well you would be suited for the job, and how
    well you'd fit into the team. If they say NO in any of their many forms,
    close the chapter on this opportunity and move onto the next one. 
    
    You've got nothing to lose but some frustration at the (possibly) rude dude
    at the Recruitment agency.

    I disagree. After three weeks... forget him. Call direct. Unfortunately for
    you, this probably means they're not going to bite. This is way too common a
    practice (has happened to me a lot). As soon as they realize they're not
    going to make a buck off you, they won't even take your call. And they talk
